The Impact of One Time Payments

As part of the Texas welfare reform legislation (House Bill 1863 by the 74th legislature in 1995), the state has developed a program that provides eligible applicant households with a $1,000 one-time payment and diverts the potential welfare recipients from the TANF (Temporary Assistance for Needy Families) program for twelve months. This paper reports on the first four months of a research project tracking recipients of the one-time payments to determine the use made of the one-time payment and its impact on the household. Researchers located 30 households shortly after they received the one-time payment and then interviewed the recipient several times in the months following.

Over the next year of the project, we will continue to track the original group of 30 families and additional ten families. The project will also select a sample of households who became ineligible for TANF because they reached their time limits. We will track similar families in San Antonio, a large "majority minority" urban area, and in Waco a smaller city which is majority white.
